From AI-powered age estimation to mandatory checks, Meta, YouTube, TikTok and Roblox are tightening protections for younger users as governments demand stronger safeguards.

The global battle to make social media safer for children is entering a new phase.

Technology companies are increasingly moving beyond simple age declarations, in which users enter a date of birth when creating an account, toward more sophisticated systems designed to estimate or verify a person’s age. Meta, YouTube, TikTok and Roblox are among the major platforms introducing or expanding age-assurance technologies, while governments and regulators in the United States, United Kingdom, European Union and Australia are demanding stronger protections for minors.

The shift comes amid growing concerns about children’s exposure to harmful content, inappropriate interactions, addictive design features and privacy risks.

The issue has become particularly urgent after Meta agreed in August 2026 to a landmark settlement with U.S. states that includes stronger age-verification measures and significant restrictions on how teenagers use Facebook and Instagram. The agreement could ultimately cost Meta up to $18 billion over a decade.

At the same time, regulators elsewhere are developing their own approaches. The UK is expanding age-assurance requirements under its Online Safety Act, Australia has already introduced restrictions preventing under-16s from holding accounts on designated social-media platforms, and the European Union is working toward privacy-preserving age-verification technologies.

Why Social Platforms Are Tightening Child Safety

That uncertainty is one reason governments and companies are experimenting with multiple technologies rather than relying on a single universal solution.

Meta’s Approach: AI, Teen Accounts and New Restrictions

Meta has become one of the most closely watched companies in the global child-safety debate.

In 2026, the company expanded its use of AI-powered age-assurance technology across Instagram, Facebook and Messenger.

Meta says its systems can analyze contextual clues from profiles, posts, comments, biographies and captions to identify accounts that may belong to underage users. The company has also introduced visual analysis as an additional signal.

Meta clarified in July 2026 that its AI visual-analysis system does not use biometric data to identify people, create facial fingerprints or identify specific individuals. Instead, the company says it looks for general visual patterns suggesting that someone in an image or video may be underage.

Meta is also using technology to place users it believes are teenagers into Teen Account protections even when they have entered an adult birthday.

The company has expanded this approach to additional markets, including the European Union and Brazil, while continuing to expand it elsewhere.

New 13+ content protections

Meta has also expanded its 13+ content settings globally across Instagram, Facebook and Messenger Teen Accounts.

The settings are designed to reduce teenagers’ exposure to content considered inappropriate for younger audiences. Parents can also choose a stricter “Limited Content” setting.

In India, Meta expanded Instagram’s 13+ content setting in 2026, automatically placing users under 18 into the updated setting unless a parent permits a change.

The landmark U.S. settlement

The most significant recent development came in August.

Meta agreed to a settlement with U.S. states that could reach approximately $18 billion and requires substantial changes to how the company handles teenage users.

Among the measures are:

  • A default two-hour daily usage limit for users under 18
  • Overnight restrictions
  • Reduced notifications during school hours
  • Stronger age-verification systems
  • Default safety settings
  • Changes to content recommendations
  • Additional external oversight

The agreement does not mean Meta admitted wrongdoing. The company has denied the allegations underlying the litigation.

YouTube and Google Move Toward Age Estimation

Google’s YouTube is also using machine learning to improve age-appropriate experiences.

YouTube has been testing machine-learning age estimation that uses signals such as the types of videos a user searches for and watches, as well as the age and history of an account.

The objective is to determine whether someone is likely to be under or over 18, rather than relying solely on the birthday associated with the account.

When YouTube identifies a user as a teenager, it can apply protections including disabling personalized advertising, activating digital-wellbeing tools and modifying recommendations. Users incorrectly classified as under 18 can be asked to verify that they are adults.

YouTube has also continued expanding parental controls.

In 2026, the company introduced additional tools allowing parents to limit the amount of time teenagers spend scrolling through Shorts, including the ability to set the limit to zero. Parents can also use bedtime and “Take a Break” reminders.

YouTube’s broader approach separates experiences for children, pre-teens and teenagers rather than treating all young users as one group.

In July 2026, YouTube also introduced supervised kid accounts in Türkiye and parts of the Middle East and North Africa, with age-appropriate content settings and parental controls.

TikTok Takes a Multilayered Approach

TikTok faces similar pressure.

The platform says its minimum age is 13 and that it uses a multilayered approach to detect users who may have provided incorrect birth dates.

In January 2026, TikTok outlined its approach to age-appropriate experiences in Europe and emphasized that no single global technology currently provides a perfect combination of effective age assurance and privacy.

Instead, TikTok says multiple checks can be combined to identify potentially underage accounts and provide teenagers with age-appropriate protections.

The company has also faced scrutiny from UK regulators.

The UK’s Information Commissioner’s Office said in May 2026 that it had asked TikTok, Snapchat, Facebook, Instagram, YouTube and X to strengthen age-assurance measures. The regulator said existing approaches did not yet give it sufficient confidence that appropriate, privacy-friendly systems were consistently being implemented.

This highlights a central problem for the industry: regulators increasingly expect platforms to enforce their own minimum-age rules rather than simply asking users to declare their ages.

Roblox Shows Why Child Safety Goes Beyond Social Media

  • Roblox Select for users aged 9–15

The UK has emerged as one of the most aggressive markets for online age assurance.

Under the Online Safety Act, services likely to be accessed by children have obligations to assess risks and implement protections. Ofcom has reported that age checks are being deployed at an unprecedented scale.

Ofcom has also warned that some age-inference methods used by popular platforms may not be sufficient for future restrictions on under-16 access to social media.

European Union

Meta has already introduced Teen Accounts in India, with protections designed to limit unwanted interactions, restrict sensitive content and give parents greater oversight. Parents can approve certain changes for younger teens, monitor recent contacts and set screen-time restrictions.

India’s broader digital regulatory environment is also evolving. The Ministry of Electronics and Information Technology has continued updating the country’s intermediary rules, including amendments addressing emerging online risks and accountability.

However, the global trend should not be interpreted as evidence that India has adopted a universal social-media age-verification requirement. Any such claim would require confirmation from an authoritative Indian government source.

The Privacy Problem

The biggest challenge may be that the same technology intended to protect children can create new privacy risks.

Consider facial age estimation.

A user may take a selfie, and an automated system estimates whether the person is likely to be a child, teenager or adult.

This can be convenient, but it raises questions about:
